They are already in there. You gotta get max happiness to evolve him.
I added it when i gave it to you. If you want to evolve him immediatly just go into the party dat and change his happiness value to 250 amd level him up.

What did you set the value for the evolution in the .dat files to?
220 is what it should be
Hehehe, i copied Eevee's and changes the "evolve to" value. So it probably is 220, bit i was saying 250 cause i couldnt remember
Its a happiness evolution. So check his friendship in the party.dat

Open the 447 dat file, scroll all the way down and copy and paste the "Evolution Conditions" so we can see
