no, but you could have found this out by starting a new game and playing for like a minute :\
I know... but I was more wondering like if some of the events from the original pokemon crystal that used a phone call would ever happen...
the pokegear is coming but it isn't done yet.

ideally, no. but even if the game doesn't let you get it on a character thats already started, your save file is just a collection of text files, you can change anything, including giving yourself the pokegear and phone numbers

How does that work?
If you do start implement it could you would you still have to talk to your mother in order to get the phone?
perhaps, but that parts not up to me so i can't say for sure. but no matter how broken your save gets after an update it can be rescued
