Entei and Raikou

I've been looking for Entei and Raikou for a while.
Sometimes I spot them at route 29/32/34/35, but I often don't find them there...
Are there any other routes that these 2 frequent ?

They change their location every time you change yours. A roaming pokemon tracker is gonna be implemented for next version.

So they can be anywhere in Johto ?
