I propose that the other starters become available late-game, for those who don't like trading online so much. For the starter neither you or Silver took, after becoming champion Elm would call you, and say that since his last pokemon is getting lonely he can think of nobody better than you to raise it.
The starter Silver took would be a little more interesting, and maybe provide a little development to Silver's character through dialogue. Those of you who played HGSS may know that Silver redeems himself, and tries to give his starter back. Elm lets him keep it, and on certain days you can find him training in the Dragon's Den. I suggest that after defeating Red, if you meet him there he offers you a trade. One of the lowest level of his starter that he has bred, for one of the lowest level of your starter that you would probably need to breed. (Maybe he shouldn't accept your original starter, if for some reason you didn't evolve it). Since he starts becoming nicer to you, and even begins to treat you like a friend, he could ask to trade to learn how you raise your pokemon so well, or maybe he just wants to help you with your pokedex.
