Not a bug Herracross lvl 24 on route 33

In the 0.23 version there is a herracross at a small tree if you get out of the union cave, I don´t know of this is a bug or thats part of the game

you will need to get head but from the guy in the second half of illex forrest
and its only in the short trees

Is there anywhere to get charmander?

not officially but you can hack it in really easily
/pokemon/save/<savename>/party.dat
open it in notepad and edit those lines(most of them are really self explanitory) to have a charmander
