You can't turn it off its just like rain ( Think Ruby & Sapphire ) besides whats wrong with the weather?
Framerate increases. My game goes down in fps whenever its raining/snowing. I don't mind too much, but a "no weather" option wouldn't hurt either.

Have you tried Options -> Graphics -> turn from Fancy to Fast. I think that cuts how the snow is rendered, speeding up the frame rate.

I had a lot of issues with snow, even when on a decent PC. And since snow will happen a lot in-game during the months of November to April, I felt the necessity to turn this down.

I don't want to criticize anyone about this game or how its made, besides, Liamash3 is right. Having weather increases framerate for me also. And changing the graphics settings from fancy to fast doesn't help. Honestly, I don't understand how a game that looks this simple graphically could be laggy or run slow. I find it a little sad actually. I can play Oblivion on its highest settings, Skyrim and Fallout NV on Medium, and GTAIV on its lowest settings, all without losing framerate or having slow gameplay.

Still I like the game and really want to play it, but it seems it runs to slow on my system, so I will wait it out a bit until something gets resolved. Anyway, my point is that a weather toggle option would be nice.
