I don't know if it is intentional or not, but it seems that Blue's pidgeot has its happiness set to 0, so that every time it uses return, it deals literally zero damage.
I won't complain, as it greatly helped me to beat his gym, but you might want to set its happiness to max instead.
I really love the game so far, and I am amazed by what you've accomplished.
