Not a bug rename pokemon will not learn skill

that is more likely because those moves haven't been implemented yet
a non implemented move will automatically become tackle
since you already know tackle....

Bayleef should've learnt Razor Leaf in early level? That's what my Chikorita did at level 8 or something.

I tried the exact thing: I picked a Chikorita and named it Pikachu.
Everything works fine.
Can you please add your game's version to the title of the post?

I renamed my gastly's name and he didn't learn any skills. It's the same problem maybe?
