Not a bug leaf stone

When i use a leaf stone on my evee i don't know if it's because mines a level 1 but it doesn't give me leafeon

What I expected to happen:
evee evolving into lefeon

What actually happened:
it says evee doesn't evolve

Steps to reproduce:
1. get a lefeon
2. try to use it on evee

Using a leaf stone on Eevee doesn't evolve it into a Leafeon. You need to level up Eevee in a forest for it to evolve into Leafeon.
