I seem to when outside in the game, get a framerate of 2fps, when I'm inside (house, Pokemart/Pokemon Center,etc) I get a framerate of 30fps. Any help on getting a better framerate?

Maybe turn down your options (such as less offset map loading, short fog distance, and "fast" graphics).

Basically, allowing you to see maps ahead of the one you are currently in.
Example, here's no Offset Map Quality:
