Team rockets pkmn and Gen 4/5/6???

Why has team rocket awasome pokemon and cant I find them?
I battled team rocket in the warehouse at five isle meadow and they have awasome pokemon like Krookodil Shiftry and a Zoroark...
Where can I get this awasome pokemon? The pokemon i wanted the most is Staraptor can somebode tell me how team rocket get Gen 4/5 pokemon and where to get Starly/staravia/staraptor
