Duplicate Walking right through Ho-Oh!

Hello,

I experience an issue in Tin Tower with Ho-Oh. After getting the rainbow wing, and getting on the top of the tower Ho-Oh appeared, but when I try to approach it, I just walk right through it!!!! (No battle, no nothing!!!). Any tips?
