2 problems i have

first is my first pokemon is lv 19 and still with no attack only attack and grow , it the first grass pokemon , and i reaname as pikachu ... i think it want learn eletric attacks ...
the second im stuck , in rocket dungeon , slowpok tail ... and i cant move i cant save because i save at there ...

Check an online pokedex that has a list of moves that pokemon will learn. If that doesnt work then you have to edit the party.dat so he will learn moves.
Riff is correct. Go into your save folder, open Player.dat and change the middle value next to "Position" to .1
