Mud ovals on the sides of mountains

there are four oval spots on the side of the mountain and in differant areas around the map but i cant use them why not do i need the bike if so is it in game? PLZ HELP

Those areas require Rock Climb, which you cannot get yet.

but i got rock climb from a guy in the cave on island one says i can climb the sides of mountains with it :'(

The move disk is implemented, but the actual ability to use it outside of battle is not. That's for next version (probably).
