The maximum size for any texture is 2048 x 2048.

But since a sprite is 3x4 ratio, it becomes

(512 x 3) X (512 x 4) = 1536 x 2048

there is no size limit for textures
they can go as large or small as you want as long as for sprites you follow the 3x4 scale

There is a template that starts with Up, left, down, right directions.
As long as your skin fit in nicely in a 3x4 ratio it should work.

the amount of pixels does not change the size appearance of the pokemon in-game, just the resolution.
Basically the sprite can be much more detailed because you have more pixels in the same space
