Not a bug Poison in overworld no effect.

I poisoned a Geodude with poison powder then caught it, walking around the overworld it did not take any poison damage (it remained at 9 I checked thrice at 10 step intervals), not sure if this is a bug or just something that hasn't been dealt with yet, but decided there would be no harm in mentioning it.

Already mentioned before and it is not a bug it is a intentional design choice by nils
