Solved (0.22.1) Wooper moves

I'm not too sure if it's a bug or just the wiki outdated, or even if it's actually normal, but Wooper doesn't have the same moves as the wiki says. My Wooper knew tackle when I got it, and it never got the moves at lvl 5 and 9. I'm posting it here in case it is a bug, but if it's not I'd also like confirmation on that.

tackle replaces all moves not yet implemented so those move just probably aren't ready yet
