I'm attempting to host an online server for me and a few friends to play. I set the IP-Address to my global IP, however it still won't work. I've port forwarded everything, I even tried using a different port to see if that was the problem but it just won't seem to work. Could someone explain to me what could possibly be wrong. I've ruled out firewall because if I can connect locally (meaning a different computer connecting to the server computer [It's 2 different computers]) I would think that the firewall wouldn't be an issue. I've ruled out port forwarding because afterwards I managed to host a Minecraft server successfully on the Global IP; so I can't figure out what's wrong.

I wish I could help more, but I have zero experience in the setup and maintaining of a server.
Maybe @jianmingyong can explain to you the issues that could be caused by your ISP that could prevent you from creating a server in the usual ways.

Let's inspect your setup a bit.
1. Portforward. ( Able to detect the port from some port checker website )
2. Know your public ip.
3. Properties.dat file in the server launcher is fully configured. ( Similar to minecraft )
If all these are ensured, I want you to test this:
Use your public ip to connect to the server. ( if it don't work, then most likely it won't work else where. )
If you have a dynamic ip that changes everyday. You might want to use no-ip.com and setup a host ip ( a nice website ip ) that will allow others to play without having to change ip everytime.
In rare case, by using no-ip.com host, you might also solve the issue of connecting to the server. I have no idea what causes it but some isp or routers could not connect it the normal way. You might want to try it out if this solve the issue.

I'm glad you mentioned Minecraft actually. I actually currently host a Minecraft server on my public IP that many have joined before so as I said before, it is less my ISP and Port Forwarding/Routing but more either my computer or the server software itself. I am going to try the no-ip.com idea though.
