Catch Mewtwo and Rock Climb

I've just defeated Proton and seen Mewtwo running away,I expected it to return in place if I went out and in but with no results: he's not spawning. I haven't completed the storyline yet and I'd like to know when I'll be able to catch him. And where can I find Rock Climb? In cerulean cave there are some interesting places where I've never been because of the HM. Thank you.

You get rock climb at the sevii islands, but it isn't working yet. Mewtwo isn't catchable just yet.
