after completion mahagony town i went to radio tower and disbanded it but after sometime when i went there after completing the johto league it appeared again in radio tower i tried to defeat it again when went to undergound where silver had appeared nobody comes and the game got stucked there

Why go there anyways? that part of the story is finished, you don't need to go there anymore.

had you beaten all of team rocket or just the grunts with your rival?

alright I restored your save to the point having just beaten the grunts with the rival but not having gone to four island or have beaten any of the other grunts
let me now if you try to do something you are sure you didnt do and it acts like it is done
