Duplicate Rain in the Battle Tower

It randomly started to rain in the battle tower. Note that there weren't any pokemon that used Rain Dance or had the ability Drizzle.
Unless it is possible for Skarmory to have Drizzle, this is probably a bug.

What I expected to happen:
Nothing, really.

What actually happened:
It started to rain.
