So when you store the launcher .exe file (the one that can update the game) in C:\Users\User\Desktop\launcher.exe, the save file will be in...
I guess you updated the game wrongly and your current savegame is stored somewhere else.
There is no way the game would be able to "downgrade" your save state like that.

I guess your anti virus detected that the game's exe file exchanges data with servers on the internet and deleted it.
That's why the .exe file is missing (inside the Pokemon folder) and the launcher doesn't find it > not startable.

Your graphics card or its driver is most likely broken.
Secondly, "at System.Windows.Forms.Control.CreateHandle()" is the top stack, while only the lowest level stack is a call from the game itself, so it's very likely in this kind of scenario that it's not a problem in the game's code => not a bug.
Just tested it, I cannot confirm this with any wild Pokémon appearing on Route 33.
I didn't have the Route 33 entry in the habitat dex, then encountered a wild Pokémon, and run from the battle. Afterwards, the Route 33 habitat dex entry appeared.
