Yeah, I "made" this change in my code, but not every single change I do in the code will automatically appear in everybody's game, that's what the updates are for.
So yeah, whenever a new update comes out, this change will be included.
True that, I think some explanation I heard was that they only evolve on a certain level when trained by a human, but they can freely evolve in the wild. As far as I remember, that is only a "fan fiction" kinda deal though.
But it is indeed possible to catch an underleveled Jynx in Ice Path...

5. You mean the entire interface should scale down so that when the game window is smaller, you can see the lower buttons?

Fixed, and I will add a confirmation...
They are declared as NPCs executing a script instead of trainers, so the game tries to use a "|" in a path, which is a not allowed character in a Windows path.
I fixed this.
Since I really don't know where you old save file might be, try to open Windows Explorer and go to "This PC", then type "Box.dat" (with quotation marks) on the top right search box and wait for the search to complete. For every search result, right click it and select "Open file location".

There you see: Those files haven't been modified for about two weeks.
That means your actual save file is stored somewhere else.
Did you always save your game before exiting and loaded it using the Load Game button in the main menu?
Can you open the Pokemon\Save\yoursavefile\ folder and right click > Properties any file in there and look what the Created/Modified/Accessed dates say?
