Hi guys,
I was just grinding my traded Onix "Rocky" (gotten from the In-game trade in Violet City) on Route 32 between Violet City and Azaela Town in a some grass patches parallel to the fishermen right past the bridge. The PP for Rock Throw was down to 0 due to battling, but I accidentally pressed it again, and instead of giving me some kind of "No, you can't" message, the move functioned as normal and the PP went down to -1! I decided to test it some more against different wild Pokémon and it kept going... I have not tested this with other moves, other Pokémon or in other places.
Thanks for your time.

I've had this problem as well. It also uses a PP if you select a move, even if your pokemon does not perform that move. It still deducts PP if your pokemon is asleep, paralyzed, or similar.

I'm sorry for the waste of time, I've looked around the forum for it though I didn't see anything like it, thanks anyway!
