Egg Moves: Giga Drain and Water Gun. Razor Leaf if you don't mind too.
IVs: SPATK 31/32, SPD 31/32 and other ones doesn't matter. Even 1 of 2 wanted IVs would be enough/good.
EVs: HP 6, SPATK 252, SPD 252. If you don't want train EVs I don't mind.
