Not a bug Stuck on the east side of kanto

I'm not too sure if this qualifies as a bug, but it is getting annoying. I have recently beat the league, then Lt. Surge and Misty. I have retrieved the machine part for the power plant, and got my radio card, and captured the Snorlax. Here's where I am stuck:
* All 3 ways into saffron city (the 4th being inaccessible) are blocked by guards repeating the whole "Power plant" incident.
*Underground passage on route 8 is locked (which makes sense since this was the case in Gold/ Silver versions)
*Route 13 to Fuchsia City is blocked by 2 Team Rocket members saying something about "No plans beyond this point"
*It was mentioned somewhere I needed to get to Pewter, but my only way there is going through Diglett's Cave. I have moved the Snorlax blocking the entrance, but I'm stuck, there is a Hiker who only talks about Diglett popping up, a "shiny" Charizard that doesn't do much, and an odd looking man that says "Soon..", all of which block my way to the ladder to continue through diglett's cave.
*I have even tried coming through the gate from Route 26 that leads to Route 22, and a guard still blocks the path.

I have done as much as I can figure to get through and am still stuck.
Another thing I noticed was a couple days ago was the fishing guru on route 12 was locked, no notices, just couldn't enter. This morning I got through and got my super rod.

Is there something I'm missing?

This was a bug thanks for pointing it out it will be fixed for next version
