That would be Pokemon Black or Pokemon White.

And Shinys are just easier to get in the new generations

I am pretty sure that Magikarp can't learn moves by tm/hm, before Gen IV at least. I tried to do a Magikarp run on Platinum and tested most of the tm/hms on it and none of them worked. Perhaps it is different in Gen V.
