Just keep trying, unfortunately, mean look/shadow tag doesn't work atm (sleeping doesn't work either) so you just need to throw balls.

They are actually suposed to flee every place you find them
Use ur masterball, or use ultraballs, your choice
And they flee even asleep or with mean look
Good luck with that dude

My suggestion for how catch Leg Dogs: because they are light weight best way to catch them is for Raikou Fast Ball (catch rate 4x if Base Speed is more then 100) and for Entei and Suicune Ultra Ball (catch rate 2x).

My suggestion for how catch Leg Dogs: because they are light weight best way to catch them is Fast Ball (catch rate 5x if used first turn, other turns 1x) at first and if Pokemon didn't flee then Ultra Ball (catch rate 2x).
Fast Balls' specifics are 4x if the Speed of the Pokémon is over 100 (might apply to the legendary dogs), or if used on a Pokémon that will flee from battle (does apply to legendary dogs), making the Fast Ball twice as effective as an Ultra Ball in this situation.

Also I think your definition was following the Quick Ball, not the Fast Ball.

Yeah I fix that post and yeah I dismiss with Quick Ball. I think I made that mistake, because now I be at computer night and sleep at day.
BTW: nilllzz adding lots of items for next update, because of BP and it's big chance lots new balls come: Nest, Dusk and Quick Balls at Safari Zone Gateway; Heal Balls at Cherrygrove City, Violet City, Azalea Town, Ecruteak City, Olivine City Poké Marts; Net Balls at Blackthorn City and other Balls for Goldenrod City Department Store Lottery.

when ever it gets fixed the dogs should remain at the health u brought them down to when u previously found them so if u wait for the fix it will be much easier.

When encountering them, if you save while they are on the same map as you but before you encounter them, you can load your save repeatedly for INFINITE LEGENDARY ENCOUNTERS

I love to hear that more balls/items are income, also few more moves would be a great deal. Also Fire Spin and Whirpool dont stop pkmns frome flee, or change them :(. Also dont know if Meanlook works.
Like i said many time before, just w8, and give some time when game will be more advanced.

I'm sorry, but I don't ever recall Fire Spin or Whirlpool preventing Pokemon from fleeing. And as previously stated, at this current moment Mean Look, Shadow Tag, and Spider's Web (Trap Moves) are not able to trap the fleeing Pokemon. Please be patient until this is fixed, and good luck catching the Legendary Beasts. :)
