Not a bug WATERFALL bug??

Just trust ME, I downloaded an extra copy of the game, made a new save, hacked myself to the Tohjo falls, gave me 8 badges, a Charmander with Surf and Waterfall and walked against the waterfall. It worked perfectly. I am not using the next version or some kind of debug copy, I was using the same version you are using too.

The gym leader didn't give you the badge though. You need to go back to Blackthorn City and get into the Dragon's Den.
