Not a bug ho-oh before suicune?

i just won the team rocket in radio tower AND i didnt get clear bell instead i gett rainbow wing????how i am gonna catch suicune|?

suicune isn't in the game yet and the item you get depends on your answers

you CAN catch ho-oh, but suicune (among many others) hasn't been added to the game yet

look, this game is still in development and there is still a lot that needs to be added. So, you can't obtain suicune or any of the legendary dogs yet
