if you have a wired 360 controller just plug it in to the usb port of your computer or laptop and windows will show you the necessary program to use called "Microsoft Accessories"
It's wireless and thus he needs a dongle thing to connect them. :I

If you have 220 friendship and level it once then it works, yes. That was implemented ages ago.
Umbreon have been in the game for quite a while, just like all the Eeveelutions.
