Not a bug Ver. 0.36.2. Geodude won't evolve at level 25

So I posted thios before, but I guess I didn't give enough info and it was labeled to be not a bug. I have a picture of it, he is 26 and still hasn't evolved. If this thread is labled as not a bug as well, can I be told either why or what level he evolves at if not the same as the games? Thanks.

Everstones prevent evolution.

They have around a 5% chance of holding them when you catch them, looks like you got quite unlucky
