It's the other way around, a breeder takes your request, he will tell you what to get (Or if you have the money, what you must pay.) and he'll make the request to you. But I think the GTS/FTS is offline right now because of the upcoming update.

yes. go try to get/catch a growlithe, trade it on the FTS for a larvitar, and BOOM there ya have it.
