well i asked a couple hours ago if i could enter in a fighting type team but i didn't get an answer
Ofcourse you can, aslong as there are enough pokemon with that type to play with.

Multiple people are allowed to go for 1 specific type, it just means you'll have to compete with each other for the spot. Being on the list doesn't instantly make you a gym leader.
I'm very close to training a water type team, wich I plan to be: Lanturn, Vaporeon, Gyarados, Cloyster, Staryu and Kingdra.
Added. ^^ Seems liek you already have some competition.
