It is mostly because I don't think of an ice cream cone as a threat. Typically other Pokemon have a more threatening design or can evolve into something more threatening.
theres plenty of silly pokemon designs, not just in gen 5, but that one cracks me up so bad because a garbage bag is so mundane

Missingno. is a missing number, which means, it's a binary combination which has not been used for pokémons (2^n is the possible number for pokémons, and there are 151 in first season, so 256-151 is the number of missingno.'s in existence)
By the way, the 3 last ones have images for the Ghost, Kabutops fossil and Aerodactyl fossil (the fossils from the Pewter museum). Do you think that it was not intended? They used the last ones for having the images of those non pokémon creatures that required images
Also, the Missingno. with the image of Ghost is called " 'M " and it's actually the pre-evolution of Kangaskan, which has not been added to the final version of the game.

It was a glitch-Pokemon that wasn't supposed to be encountered. It appeared when the game tried drawing information for a new Pokemon but when it tried pulling an invalid number up, Missingno. would appear. or somethingI mean after all this time, it kind of lost its weirdness and rareness since its kind of just been talked about to death
missingno was a glitch, it was literally a missing number, instead of crashing the game gives you weird pixelly crap instead. when you save with it the game can't deal with it at all and freaks out. i had blue version when i was a little kid, and i just dont get the nostalgia for it.Of course the best one is the NOT A GLITCH pokémon: Missingno.
