So it works before level 100 in this game?

Ofcourse. Why wouldn't it work before level 100? Beside, nilllzz made it so that the stats are recalculated after you level up, so EV training on lvl 100 would be useless. He might change that sooner or later.

Ok, but, what I have to do to get Tyrogue? I want to complete my team before getting 8 badges.

They aren't breedable, or atleast they aren't supposed to be.

When I google searched it I found a bunch of posts saying they aren't breedable with each other but they are with ditto.
Then again those were for other games and not Pokemon 3D
