Looks like I was able to pull up party.dat in my offline save, but I don't know what to put to get a Mew.

Just copy and the first row to the second and set the first number (should be 150 something). To 151. You can fine tune it by first reading the documentary on party.dat files here http://pokemon3d.net/wiki/index.php?title=Party.dat

make sure there are NO blank lines in the file at all before trying to load it
