You don't, sudowoodo is treated like a legendary. These are one-time-event pokemon. Such as snorlax in Red Blue and Yellow.
The idea is that it's a one of a kind pokemon and you only get that one shot to capture it.
However the strategy is to save RIGHT before the encounter. that way you can exit out and load before the encounter to try again.
It's just how pokemon games work.
on the other hand, you can cheat a little and access the game files and give yourself one. but that's up to you and your morals haha.

You do remember that this game is based off of Gold and Silver right????
You don't get his first evolution. You have to breed it.
which means. YOU HAVE TO CATCH SUDOWOODO!
no matter what way you look at it, the only way you can get sudowoodo is through that event, or trading. You really don't have any other choice

Oh crap, next time i will read forums before killing rare pokemons ^_^
Don't worry. If they base these kind of stuff after the 5th generation, then all rare pokemons such as Sudowoodo, Red Gyrados, Snorlax & Legendaries will all respawn if you did not catch them after you beat the elite 4.

The pokemon most likely will be implemented. But remember we're playing in Johto and naturally there pokemon conform to Gen I and II
hg/ss included gens 3 and 4, they will be found in johto and kanto. gen 5 will mostly be for custom mappers, though we may find places to fit them in
they were kinda just there
