Fixed [Indev 0.53.3] Hidden Power has Wonky Damage Output

Describe the bug you experienced here.

What I expected to happen:
To 1-hit a Level 6 Ghastly with my Level 45 Jolteon

What actually happened:
The move did nearly no damage at all

Steps to reproduce:
1. Teach a Pokemon Hidden Power
2. Ensure that the Pokemon can 1-hit K.O a weaker Pokemon using any other move it knows.
3. Fight that weaker Pokemon
4. Use Hidden Power on it

I'm bamboozled. My Jolteon is about 7 times the Ghastly's level and I do almost no damage. I'm even EV trained in Special Attack! Here's some pictures to help.

Ok, I tested my Jolteon out after I was done EV training it. I also should mention that the type is Ice. It couldn't 1-hit a Level 6 Geodude from Union Cave, I did little damage to a player's Golem, and I 1-hit a Level 24 Gligar from Route 45...this is confusing :/
