Suicine found under hill on Route 25?

What I expected to happen:
Encounter Suicune.

What actually happened:
I found him under a hill, making him impossible to encounter.

Steps to reproduce:
1. Don't know how to reproduce...

This picture is me, looking at Suicune with third person. I'm on the hill at the end of Route 25.

Intentional until you have triggered an event somewhere beforehand.

By this point in time I've captured every single legendary currently obtainable and catchable....so uh....yeah x3
