Q2;What does the shiny charm do on the game?
Q3:I tested in Offline Mode with shiny charm but still cant find shiny pokemon why ?

no. they are the chance of encountering a shiny pokeman.
shiny charm boosts the shiny chance from 1/8142 (.012%) to 1/2730 (.036%)
so it just triples your chance of encountering/hatching a shiny pokeman

Or just hunt in the wild (This is not fast) will take some time (A LOT O_O),like,battle with wild poke,and if you have lucky,a shiny can appear,i recomend do that among with Ev training,because you will need to defeat a lot of time the same Pokimon
