Fixed [Indev 0.52.1] Damage in the Safari Zone

Well, I was trying to catch pokemon in the Safari Zone (the area was a Snowing one with the frozen rectangular pool). I took damage from the hailstorm. Don't know if it's the same for sandstorm.

What I expected to happen:
Continue to throw Safari Balls without my pokemon being hit by the hailstorm (It was an Ampharos with full health, also my team was with full health).
What actually happened:
Before I could throw another Safariball/Bait/Rock my Ampharos took damage from the hailstorm

Steps to reproduce:
1. Go the Safari Zone
2. Get to the "hailstorm" zone
3. Throw something that doesn't make the pkmn flee.
4. Wait for the damage

Not exactly, the whole weather thing should not have an effect in battle.
I think weather effect is one of development plan. So, I see this as prototype of weather effect rather than unexpected result from system. But, I dunno, let see what the actual answer.

Well, no...the weather system has been in the game for a quite some versions now, so has the in-battle effect, but before this version, they were separate. neither one of them affected the other.
