You usually will find this Pokemon in Hoenn(which is in Pokemon Emerald). I play Emerald and I caught a Bagon and traded it for a Seador.

Thank you for the correction. I haven't played Crystal or Emerald in a reeeeeealy long time.
Btw, Pokemon donations count has decreased to 50 so that the lottery can start earlier. I still need 49 donations in order to start. And note that when I am not in P3D, post ur Pokemon that you want to donate in this thread.
