My ideas/suggestions

the word you are looking for is "implement"
might be best though if you just use simpler words since you aren't native speaker :p

on the topic of r23:
a) What would it contain?(I dont like the design of the route in gen 1/remakes so not gonna do that)
b) The area before the league building is basically a route so just think of that as r23
c) I really dont feel like doing it :p

Overall the way it is set up now feels right and so it will stay that way
a) What you mean by contain? If talking about which Pokemons will have with which rates, I can do that.
b) R23 is between Victory Road Gates and Victory Road, not between Victory Road and E4.
c) You lazy bastard.:D:p

a)I mean the design(I veto any design based on the gen 1/remake's map)
b) Not exactly...
in gen 1 it stretches from the gate all the way to the league building and completely contains Victory Road
in gen 2 due to the relocation from the gate Route 23 is the path from the end of Victory road to the League building
In gen 4 they completely removed the route and instead called the out side of the building "Indigo Plateau"
if we think about the changes that happen between the r/b/g/y/fr/lg and g/s/c/hg/ss then this change makes more sense:
1) Route 26 is a new location
2) Route 28 is a new location
3) The League Reception Gate was remodeled

Using this we can see the following as possible:
The League Reception gate was moved north and placed immediately before Victory road
And thus what used to be part of Route 23 is now part of route 26 and has regrown in the three year time skip
The fact that the gates on r22,26,28 all go directly into the mountain side helps this a little

c) while yes I can be lazy sometimes that really isnt it :p
Adding Route 23 would be meaningless and would make the already rather long trip from New Bark to Indigo Plateau even longer

All I see is a very long path that will require you to get a pokemon with surf before you go to victory road and much time ti navigate without reward in doing so and you'll only travel through it once, after that you'll be flying directly to indigo plateau,

a) Then try design with Gen 3, because I talked about R23 from Gen 3.
b) My idea for R23 is starting from Pokémon League Reception Gate until Cave known as Victory Road with exist from cave as it is now in P3D.
c) I could agree that would look for you and ox meaningless, but other would take as interesting and funny feature maybe as hard too. For longness I never thought journey from New Bark Town to E4 was long and I think people would like to explore more before beating E4.

Again I veto any design based on the original route 23(from any of the games - r/b/g/y/fr/lg)
if you make a map that I like and feel has good purpose then I might use it in the game(modified as I see fit ofc)
until then consider the area between the main League building and The end of Victory Road as Route 23

I bad at staff like this, so I maybe ask friend of mine to do if he will have time for it.
That for make sure you get in my R23 idea: Pokémon League Reception Gate>Route 23 until cave>Victory Road>Indigo Plateau>Inside Indigo League Building.

Add some new ideas/suggestions: Vending Machines Moomoo Milk and Quantities buy, Item Icons update, Dungeon: Gardens of Living Flowers, Destiny Knot.
