Not a bug (.23) Togepi Fixed?

I looked into the other trends and saw that, at first, the egg for Togepi wasn't added to the game just yet, then noticed that it may have been added with a message saying "Fixed" so I went straight to the PokeCenter in Violet City but couldn't find the assistant for egg.
(Tried to post pic. couldn't find file after taken)
Btw will Togepi have its 3rd Evolution anytime soon, or at all lol?

can't answer for the egg but you can download the content from my post in completed works near the bottom of the main page
though it is technically not completed(3-5 gen pokemon don't have evolutions put in and 5 gen don't have dex entries) you can still use these to hack whatever pokemon you want into the game

Was it possible to get other starters? looks at Torchic after seeing Squartale

Yes, it depends on when you started playing. You'd get Gen I starters if you started early. I don't think you'd start with Gen III - V though.
