Fixed [0.48] Ho-oh Incompatible With Steel Wing

I noticed that Ho-oh cannot learn Steel Wing via TM47 in the game. After doing a little research, I have discovered that Ho-oh SHOULD be able to do so, as stated on Steel Wing's Bulbapedia page and on Serebii.net's XY Pokédex page for Ho-oh. I implore you to let Ho-oh learn Steel Wing via TM47 in the next version.

We have MAJOR data upgrades coming in the near future for ALL Pokemon
The first upgrades should start happening this month but no promise on the date
The next update(0.49) should be rather soon so....not in that one
I will do this one now so it will be in 0.49 but other TM/general moveset request should wait til we have upgraded the pokemon
