How much of the hardcore gaming aspects of the pokemon games have been implemented thus far, when will they be implemented if they're planned, and where can I see more P3D info related to such things? (EV training, EV training items such as the Macho Brace, IV determination/breeding, etc.)

All of these are in the game except for the EV training items, be more specific pls.
EV training, IV breeding, egg moves, hidden abilities....etc, all of these are implemented.

Mainly: Where can you see a Pokemon's characteristic or who can you talk to do find out a Pokemon's potential (to better evaluate what it's IVs are) and then how do you breed IVs without the power items? (Forgive me if there's information introduced in generations 5 and 6 that would help me. I'm a little behind the times)

To get your pokemon IV's, you need to use a traditional IV calculator, as for EVs, it is represented by the colored bar in the summary page of every pokemon (each color represents an EV value).
As for breeding, it is mostly by luck (similar to the IV breeding system before the introduction of these items, there's an IV spread range that gets passed on via breeding)

So IV determination is more closely related to earlier generations?

If it helps, there is an old woman in a house above Cianwood that reads your pokemon. I'm not sure if she refers to IVs, though.

I don't think that works.
Psypoke's calculator works well enough. I was just soft-resetting on the red Gyarados so I could get a nature and IVs that would let it at least stand a chance in competitive battling.
