you can't get volt tackle yet

It's not just used for Volt Tackle. It's also used to increase it's Attack and Special Attack.
And considering the Light Ball is not as easy to get it's best to have it ready for when Volt Tackle is available.

People are trying to get it because they don't know it is not in the game yet, you should consider yourself lucky that you didn't have to breed a bunch of pichu's and then bang your head against the wall trying to figure out why VT didn't pass on.

I have 3 boxes full of caught pikachus and bred pichus. I have the light ball for incase i need it and give it to my raichu anyway.
Even if it isn't in the game it's still handy to have more attack and special attack.
