Onix Consist Tackle

My Onix hasn't been learning any moves except tackle since turning lvl 13, upon turning 13 it was meant to learn rock tomb however it wanted to learn tackle also upon turning lvl 16 it was mearnt to learn stealth rock however yet again it wanted to learn tackle please help me with this problem.

only rock moves in fridays build are rock throw and rock slide. mystery solved
