Max Repel doesn't work in Cerulean Cave. Pokemons still can attack me.
What I expected to happen:

I should walk about 250 steps before pokemon can attack me.

What is the level of the first Pokémon in your party?

Yes. Pokémon in Cerulean Cave can have higher levels than that. Repels do not work on wild Pokémon with levels higher than that of the first Pokémon in your party.
